$35m overseas investment on China real estate

www.chinanews.cn 2006-07-15 17:12:49

Chinanews, ShanghaiJuly 14 - According to Shanghai Morning Post, the
Shanghai real estate market report published by Jones Lang LaSelle on
July 12 showed that overseas investors had invested as much as $3.5
billion in the real estate industry in Chinese major cities in the first
six months of 2006. The overseas investment on real estate in China
totaled a mere $5.5 billion last year.
Director of the Research Department of Jones Lang LaSelle (Shanghai)
Michael Hart said that the overseas investment on China's domestic real
estate industry took up 3% of the total investment in this area, and most
of the investment went to Beijing, Guangzhou and Shanghai.
Overseas investors has kept their pace in coming to China in 2006, and
overseas investment in the first half of the year was as much as 70% of
the entire last year. They prefer to invest their money on top-grade
residences, but not office buildings.
With the growth of rent in Shanghai, Beijing and Guangzhou, it will cost
more for oversea capitals to buy real estates in China. Mr. Hart said
that the price had been $2,800 to $3,500 per square meter last year, and
it has risen to $3,700 - $4,000 in 2006. The price has grown at the same
rate as the rent in these cities.
Rumors said that China might issue some policies to restrict overseas
investment on domestic real estates, but Mr. Hart thought that investment
would still remain very active, as the policy was not clear.

China to strengthen handling of real estate law cases

www.chinanews.cn 2006-07-03 09:21:42

(Source: Xinhua)

July 3 - The Supreme People's Court (SPC) has called for stricter
handling of real estate cases to help implement the Chinese government's
new round of policies to cool down its real estate market.
Xiao Yang, president of the SPC, said at a national conference of
presidents of the higher courts held this week, "China now stands at a
crucial stage of development and is challenged by various social
problems, including crime, which exerts great pressure on the courts."
Tightening supervision over the real estate market is one of the court's
efforts to safeguard the country's macro control policies, Xiao said.
"We will carry out China's policies in the real estate industry to
prevent speculation and illegal land seizure as well as illegal buying
and selling," said Li Daomin, president of the higher court of central
China's Henan province.
On May 17, Chinese Premier Wen Jiabao attended a State Council meeting on
working out new macro measures to curb soaring housing prices and the
increasing amount of vacant commercial buildings.
The meeting announced six major policies for China's real estate market,
emphasizing that tight tax, loan and land regulations would be put in
place to restructure the industry.
The vacant area of China's commercial buildings had surged 18.9 percent
from last year to 122 million square meters by the end of April this
year, the National Bureau of Statistics reported.
The bureau said the vacant commercial residential buildings amounted to
69.21 million square meters, up 15.9 percent.
The aim of the new regulations is to adjust the housing supply structure
to provide less expensive apartments for low-income families.
Since China adopted macro-control over the real estate market last year,
increasing investment in the sector and price hikes were initially reined
in. But a survey conducted by the Ministry of Construction showed that in
the first months of 2006 the problems had not been solved as prices
continued to rise rapidly in big cities and market rules remained vague.
Insiders said the effectiveness of the six new measures depends on
whether the local governments will implement them fully.
The public reacted quickly to the new measures. An online survey showed
that 77.48 percent would postpone their house-buying plans until the
market becomes clearer.

China to launch moon orbiter as planned in 2007

www.chinanews.cn 2006-06-21 15:58:43

Chinanews, Guiyang, June 21 - The moon-orbiting project, the first phase
of China's moon probe program officially approved and initiated in 2004,
is progressing smoothly and the first moon orbiter will be launched as
planned in 2007, according to a scientist participating in China's moon
probe program. Ouyang Ziyuan, chief scientist of China's moon probe
program, revealed the information at a symposium held in Guiyang City.
Ouyang said that the orbiter will accomplish four scientific tasks for
China's moon orbiting project, namely, provide 3D images of the moon's
surface, probe into the distribution of 14 useful elements on the moon,
estimate the thickness of soil on the whole moon through studying
microwave characteristics of the moon's surface, and monitor the space
environment between the moon and the earth 400,000 km away from the earth.
Different systems of China's moon exploration and related departments are
busy working for the above four tasks of lunar probe. After a few years
of efforts, the moon probe program is proceeding favorably at present.
Various probing instruments which will be installed on the satellite have
already been delivered.

Fireworks, cruise precede SCO summit

www.chinanews.cn 2006-06-15 08:56:15

(Source: Xinhua)

SHANGHAI, June 15 - Fireworks lit up Shanghai's sky Wednesday night when
participants to the summit of the Shanghai Cooperation Organization (SCO)
enjoyed the city's nightscape from a sightseeing boat cruising along the
Huangpu River.
Aboard the boat were Chinese President Hu Jintao, Kazakh President
Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Russian
President Vladimir Putin, Tajik President Emomali Rakhmonov and Uzbek
President Islam Karimov.
The special treat was given on the eve of the annual meeting of the
intergovernmental organization slated for Thursday, five years after the
SCO was established in China's largest city.
In commemoration of the fifth anniversary of the SCO, the six member
countries have invited to the summit presidents of Mongolia, Pakistan and
Iran, and a representative of the Indian government. The four countries
hold SCO observer status.
Afghan President Hamid Karzai will also attend the SCO summit as a guest
of the host country.
The honored participants received warm welcome from hospitable Chinese as
they came into spotlight successively at Shanghai Pudong International
Airport. Children presented them with bouquets.
On Wednesday afternoon, Chinese President Hu Jintao joined his
counterparts from the other five SCO members to plant a magnolia tree at
a hotel in western Shanghai.
Magnolia flower is the symbol of Shanghai. Magnolia trees can live for as
long as 1,000 years. It is said the long-lived tree signifies the SCO's
vitality.
Hu also held separate talks with Kazakh President Nursultan Nazarbayev,
Tajik President Emomali Rakhmonov and Uzbek counterpart Islam Karimov,
stressing China's determination to strengthen good neighborly ties with
these countries and enhance anti-terrorism cooperation with all the SCO
members.
One major function of the SCO is to fight the "three evil forces" of
terrorism, separatism and extremism, said Liu Jianchao, spokesman for the
Chinese delegation to the SCO summit, at a news briefing in the media
center of the summit Wednesday night.
He said anti-terrorism has become a consensus of the international
community and does not allow double standards.
"Under the current international situation, a single nation can hardly
accomplish the fight against terrorism. The international community
should join hands to combat terrorism," Liu said.
"All security measures in the city for the summit are necessary to ensure
a smooth proceeding of the meeting and the safety of all participants,"
he told dozens of reporters, his voice hardly audible as crackers and
fireworks banged outside.
In a latest move to promote regional economic cooperation, a SCO
Entrepreneurs' Committee was established Wednesday. The committee is a
non-governmental organization to promote multilateral cooperation in
trade, finance, science and technology, energy, transportation,
telecommunication and agriculture.
Also on Wednesday, the SCO Banks Consortium accepted Settlement and
Savings Company of Kyrgyzstan as a full member. The consortium,
established in Moscow last October to render financial support to enhance
regional trade and economic cooperation, has comprised one bank from each
of the SCO member countries.

President Hu anticipates successful SCO summit

www.chinanews.cn 2006-05-31 08:57:10

(Source: Xinhua)

BEIJING, May 30 - Chinese President Hu Jintao said Tuesday that the
Shanghai Cooperation Organization (SCO) summit meeting on June 15 in
Shanghai is expected to be a complete success.
"During the summit, the heads of the SCO member states will have in-depth
exchanges of views on mutually beneficial cooperation and sign important
documents," said Hu in a joint interview in Beijing with media
representatives from the six member states.
The heads of state of the six SCO member countries will attend the summit
meeting, along with observers and representatives from countries and
international organizations that have established cooperative relations
with the SCO.
Established in 2001, the SCO comprises China, Kazakhstan, Kyrgyzstan,
Russia, Tajikistan and Uzbekistan. In 2004 and 2005, it accepted
Mongolia, Iran, Pakistan and India as observers.
The summit will review the developments of the organization since it was
established five years ago, analyze international and regional
situations, study the organization's future development and outline
cooperation plans, said Hu.
"This will help build a harmonious region with sustainable development
and common prosperity," said Hu.
"The countries in the region are striving to safeguard peace and
stability and promote their economic development," said Hu, adding the
summit will be "united, pragmatic and important."
Hu hailed the sound development of the organization in the past five
years, citing fruitful cooperation among the member states in terms of
politics, security, trade, culture and international affairs.
He attributed the rapid growth of the SCO to the "Shanghai Spirit" of
mutual trust and benefit, equality, consultation, respect for cultural
diversity and the desire for common development.
"Though there are big differences among the SCO member states in
ideology, culture and level of economic development, the reason why the
SCO has made such rapid progress and outstanding achievements lies in our
insistence on the Shanghai Spirit," said Hu.
The Chinese government has played its due role in establishing and
developing the SCO by working closely with the member states to boost
mutual trust and trade cooperation, he said.
"China will make joint efforts with the other countries to lift bilateral
relations to a new height and promote the SCO to make new progress," said
Hu.
"I am looking forward to meeting with the heads of the member states to
exchange views on international and regional issues of common concern,"
said Hu.

China calls for recognition of full market economy status

www.chinanews.cn 2006-05-17 16:20:22

Chinanews, Beijing, May 17 (By Yu Lan) - Several senior Chinese officials
expressed on different occasions in the past few days the hope that the
EU and the US recognize China's full market economy status as soon as
possible.
On Tuesday, an official of the Bureau of Fair Trade for Imports and
Exports under China's Ministry of Commerce commented on the US
government's rejection of the application for market economy status
submitted by China's stationery enterprises, claiming it was
inappropriate and unfair for the US to make such a decision.
This official pointed out that that after over twenty years of reform and
opening to the outside world, China has constructed an integrated market
economic system, a fact that has been acknowledged by many countries. He
emphasized that the US should face up to the achievements of China's
market economy, handle applications from Chinese enterprises in an
objective and fair manner, and treat Chinese enterprises fairly in
anti-dumping investigations.
When meeting with European Commissioner for Internal Market and Services
Charlie McCreevy in Beijing on May 15, Chinese Commerce Minister Bo Xilai
said he hoped the EU would face up to the fact that China is constantly
improving its market economy system and recognize China's full market
economy status as soon as possible.
During his meeting with Charlie McCreevy, Bo expressed China's stand on
the issue that China-made footwear suffered from EU anti-dumping
measures. He pointed out that since China's footwear manufacturing and
operation have become fully marketized, the EU's refusal to grant market
economy status to China's footwear enterprises did not conform to facts
and was an obvious sign of trade protectionism.
When participating in the second round of Sino-EU financial dialogues on
Tuesday, Zhu Guangyao, director of the International Department under the
Ministry of Finance, explicitly expressed the hope that the EU would
acknowledge China's full market economy status as soon as possible. He
said this will inject new vigor into further development of the strategic
partnership between China and the EU.
