Quality matters

In the development of the cartoon and animation industry, more attention
should be paid to the quality of such products, says an article in Xinhua
News Agency. The following is an excerpt:
Statistics released at the 2007 Asian Youth Cartoon and Animation Contest
held in Guiyang show that China now has more than 30 industrial parks for
cartoon and animation, more than 5,400 institutions involved in its
production and 450 universities offer it as a major. The fast growth of
the cartoon and animation industry has caused some concern.
The industry can raise the "soft power" of a country and boost
sustainable development, but at present it appears to be more a fad
through which local governments hope to make economic gains.
The promotion of the industry has attracted lots of capital investment.
In 2002, China had only 120 cartoon and animation producers, but five
years later, this number has risen by more than 10 times.
Meanwhile, more than 50 cities in China have declared they want to build
their cities into "a city for cartoon and animation" or "a national
industrial base for cartoon and animation". Among them, 30 cities have
already started. There are also various types of "cartoon festivals",
"cartoon exhibitions" as well as "cartoon contests" funded by governments.
Superficial prosperity cannot really boost the quality of China's cartoon
and animation industry. Few of the cartoons have an international impact.
The total length of cartoons produced by China in 2006 surpassed 80,000
minutes, but half of it was assembly work on foreign supplied materials,
and only about one-third of it could be called true domestic cartoons.
