Experts divided over first quarter figures

(Source: China Daily)

BEIJING, April 21 - China's economy grew 9.5 per cent year-on-year during
the first quarter of this year, the National Bureau of Statistics said in
Beijing yesterday.
Bureau Spokesman Zheng Jingping said the nation's first quarter gross
domestic product of 3.14 trillion yuan (US.8 billion) marked a good start
to the year.
However, Zhuang Jian, a senior economist with the Asian Development Bank,
said first quarter economic growth was "a little bit high."
It suggests the nation's economy has not yet achieved a soft landing, he
said.
The Chinese Government has taken a raft of macro-control measures since
the second half of 2003, such as lending limits on banks and bans on some
new fixed asset projects, to cool the over heating economy.
"The central bank has a possibility to further raise interest rates,"
Zhuang said.

Snipers kill crocodile after death of child

www.chinanews.cn 2007-04-22 15:57:18

(Source: Xinhua)

Local police dragged the killed crocodile, two metres in length, 150
kilograms in weight out of the pond in south China's Guangxi Zhuang
Autonomous Region April 21,2007. The crocodiles has eaten a nine-year-old
child and then was shot to death by the sinpers.[sina.com]

Nanjing, April 22 - A crocodile was killed by snipers on Saturday to
recover evidence of Friday's tragedy in south China's Guangxi Zhuang
Autonomous Region.
The crocodile was shot dead at 8 p.m. Saturday with approval of the local
forestry department.
The sinpers lured the crocodiles with pork and shoot one that crawled
ashore to death with seven bullets.
Legal medical experts anatomized body of the creature and found remains
of a human being, therefore confirmed the missing child was eaten by the
crocodiles.
The tragedy occurred at about 6 p.m. on Friday, when a pupil surnamed Liu
and three other children from Xiantian Primary School climbed over the
fence of a crocodile pool which had been temporarily closed.
The children shot the animals with catapults and beat them with wooden
sticks. One of the irritated alligators bit Liu's clothes and dragged him
into water, where he was eaten by a swarm of alligators.
The pool, which had been used to stage crocodile shows, is located in a
recreational park in a holiday resort called Yintan, or Silver Beach, in
Beihai city of Guangxi. It had been sealed off for auction.
Local residents said owner of the park had hired a keeper for the
crocodiles. It is not known why the man was not present when the accident
happened.
The manager and the keeper of the alligator pool have been held by local
police for further investigation.

How far can Chinese stock market go?

www.chinanews.cn 2007-04-18 14:36:19

Chinanews, Beijing, Apr. 18 C Chinese stock buyers are really excited
about the strong performance of the stock market these days. Information
shows that during the first quarter of this year, 5 million people opened
an account in the stock market, exceeding the total number of last year
and equaling the total population in a city. At the same time, trading
volume for the first quarter also surpassed the total trading volume for
the whole of last year. Many people plunged in, eager to take a share in
the lucrative market.
In contrast to people's great enthusiasm for buying stocks, many people
still do not pay enough attention to the possible risks involved and many
do not know how to control risks. Many people, especially novice
stockholders, think that it is very easy to earn big money from the
bullish market. They never give thought to the possibility of losing
money. They follow others in their trading activities, making the market
go wild and become much more risky.
Although speculative activities dominate the domestic stock market, some
analysts say that in the short term, it is unlikely for the stock market
to experience a continuous drop.
At present, two dominating ideas exist in society that try to explain the
bullish performance of the stock market. One idea is that the share
reform lays a foundation for the healthy development of the stock market.
Listed companies are more transparent in their operation and investors
are more confident of the securities market. The second idea tries to
attribute stock prosperity to the high, sustainable growth of the Chinese
economy, which is said to have laid a solid foundation for the great
stock performance. So far, Chinese economy is still going well, making
many investors believe that stock market miracle will continue this year.
How far can Chinese stock market go and where is the peak point? So far,
the answer is still too early to tell.

PBC: Inflation still haunts China

www.chinanews.cn 2007-04-10 17:54:19

Chinanews, Beijing, April 10 - According to a report by Beijing Times, Yi
Gang, assistant governor of the People's Bank of China (PBC), said that
due to the imbalance of payment, and the rising fixed investments and
monetary credit, China should still be aware of possible inflation.
This is the second time for Chinese officials to openly comment on
financial problems this year.
Some 2 months ago, when there was expected to be an interest rate hike,
Yi said that the PBC was planning to raise interest rate, and 32 days
later, the interest rates for deposits and loans were both raised by
0.27%.
Based on publicized data, the fast-growing payment in the first two
months of 2007 has already laid the foundation for inflation. The monthly
growth of CPI in those two months was 2.2% and 2.7% respectively, higher
than the international warning line of 2%.
"China will enhance the management of liquidity in the future," said Yi.

province, presented students a special birthday gift by showing them a
childbirth video on Thursday, April 5, 2007. [Photo: Henan Business Daily]

Apr.7 - A primary school in central China's Henan Province recently
broadcast a childbirth video in class, aiming to instill in students
greater respect for their mothers, but parents and experts who saw the
film were skeptical, saying it was "too bloody" for children.
During a "thanksgiving education" class, the grade-two students, aged
seven to eight, of Qinlinglu Primary School in Zhengzhou, capital of
Henan, watched a video of a Caesarean section operation with their
parents, The Beijing News reported on Saturday.
"It's a Dracula movie. I was scared," said a boy after watching it. Some
parents said the scenes were "too bloody" and improper for children to
watch.
However, many students said they were moved by the mother love presented
in the short film.
Cao Jianping, the school's headmaster, who watched the video beforehand,
said the scenes in the video were instructive and could be a positive
experience for the children if handled properly under teachers' guidance.
Why the school chose to present a video of a Caesarean section operation
rather than a normal, natural childbirth remains a mystery.
Some experts commented that there was a risk that children would think
that birth was always a traumatic affair involving surgery.
Schools in China have traditionally attached little importance to
education about sex and childbirth.
Sex is a taboo that most school textbooks skirt around, said a source
with the educational bureau of Zhengzhou City, who also suggested that
the school use a "mild" approach to encourage students to respect their
mothers.

PetroChina to import Canadian crude in 2009

www.chinanews.cn 2005-04-18 13:18:22

Chinanews, Apr. 16 - PetroChina Company Limited (PetroChina) recently
executed a memorandum of understanding in Beijing with Enbridge, the
second largest pipeline operator in Canada. Both sides will work together
on a project of building new pipeline and transporting crude oil from
Canada to inland China. This project will cost 2.02 billion US dollars.
It is predicted that PetroChina can import 200,000 barrels of crude per
day from Canada as early as 2009.
Enbridge plans to build Gateway, an oil pipeline with a 30-inch diameter
and 1,160 kilometers long. It will transport crude oil produced from
Alberta's Calgary Oil Sand to docks on the west coast, and then the crude
will be carried by oil tankers to China, the Asia-Pacific area and
California. This will be the first time Asia imports crude oil from
Canada. The pipeline is expected to transfer 400,000 barrels of crude oil
daily, half of which provided by PetroChina.
According to Jim Rennie, spokesman of Enbridge, his company is the
intermediary between PetroChina and the producer of oil sand. The
agreement does not contain any promise that PetroChina can become a
shareholder or a shipping merchant of the pipeline. Both sides will sign
a binding agreement formally within the year, and Enbridge will put
forward relevant applications to local regulators next year. This
pipeline will be put into operation in 2009 or 2010.

The craze of colorful Yunnan

www.chinanews.cn 2005-04-12 14:19:30

Chinanews, Apr. 10 (By Han Shengbao and Na Jiahua) - Kunming, the "spring
city" of colorful Yunnan, is the tender paradise of spring, homeland to
fairies of floating clouds. However, during the Kunming International
Cultural and Travel Festival 2005, reporters witnessed the craze of
spring.
On the afternoon of Apr. 9th, opening ceremonies for Kunming
International Cultural and Travel Festival 2005 were held in Kunming's
Downtown Square. Men and women, old and young of the Dai nationality
feverishly danced in their traditional costumes. The square was a natural
open stage, with Kunming government officials joining in with thousands
of their fellow citizens in a crazed display.
After the dance, a grand water-splashing festival was held for the first
time in Kunming's Downtown Square. Tens of thousands of Dai and other
locals gathered in the square, splashing water like crazy. According to
tradition, Dai people splash the first basin of water, the "water of
love," on their sweetheart and the second basin, the "water of luck," on
their respected elders. Lastly, everyone in the square splashed the
"water of happiness" on each other. The "water of happiness" is like a
heavy rain cascading down from top to toe. In a minute, the square turned
into a world of water.
At night, fireworks, bonfires and torches decorated Kunming Stadium for
the night carnival. The "Peacock Dance" imitated that colorful bird's
tail beautifully in the night sky. The "Tiaocai Dance" resembled stepping
upon clouds and rocking. "Dance to the Accompaniment of the
Three-stringed Guitars" reminded everyone of the Yunling Plateau. The
"Jingpo Drum Dance," "Waist Drum Dance" and "Drum Dance of Planting"
brought the carnival to new heights.
Young men played the erhu accompanied by young women on the yueqin.
Warriors and beauties listened to the wild symphony beneath the clouds.
The game "marriage by capture," drove sweethearts to even greater
excitement.

China ushers in era of 3G cooperation

www.chinanews.cn 2005-04-08 13:07:52

Chinanews, Apr.7 - After Europe-based 3G carriers reached an agreement on
China's 3G standards, US-based 3G carriers finally compromised and are
now inclined to cooperate with China's local 3G standards.
Yesterday, it was learned from the TD-SCDMA Forum that the CDMA
Development Group (CDG) representing US-based 3G carriers has been
participating in negotiations with the forum on details of cooperation.
Because of the great prospect of China's telecom market, US-based 3G
carriers, which used to keep a distance to the Chinese market, have
become more willing to make strategic compromises.
At present, there are three mainstream 3G standards, including
Europe-based WCDMA, US-based CDMA 2000 and China's local TD-SCDMA. The
GSM Association represents the interests of Europe-based 3G carriers,
while the CDG advocates for US-based service providers.
Last June, the GSM Association announced openly that it had signed a
cooperation agreement with China's TD-SCDMA to help China introduce its
technology into the international market, a milestone in the development
of China's national 3G industry.
China's national 3G standard is now undergoing a special test. From Apr.
26th to the 27th of this year, the 2005 International TD-SCDMA Summit
will be held in Beijing. The TD-SCDMA Forum is excited about a
registration rush for the summit. Many overseas carriers will be able to
see the first comprehensive demonstration of TD-SCDMA for commercial use
at the summit.

Beijing to reserve 22,692 hotel rooms for 2008 Olympics

www.chinanews.cn 2005-03-31 13:44:37

Chinanews.com, Mar. 31 - Xiang Ping, deputy director of the Service
Department of the Beijing Organizing Committee for the Games of the XXIX
Olympiad (BOCOG), said yesterday that the committee was in negotiation
with contracted hotels on prices of guest rooms, which is expected to
finish in the first half of 2006. According to Beijing's bidding report,
the highest price of hotel rooms for the 2008 Olympics will be 340 to 370
US dollars.
In accordance with the Olympic Charter and the host city contract, BOCOG
will offer 22,000 hotel rooms and suites to Olympic Family members,
registered journalists and sponsors. Since it signed contracts with the
first seven hotels on March 18, 2004, the committee has contracted 88
star hotels to reserve 22,692 rooms and suites.
However, Xiang added that although the number of hotel rooms meets the
terms of the contract, it is still a long time before the opening of the
Beijing Olympic Games. In order to better serve Olympic guests, BOCOG
plans to increase the number of designated hotels after careful
consideration.

China ups coalmine safety financing

www.chinanews.cn 2005-03-25 13:17:35

Chinanews, March 24 - At the national video-conference on the safety
improvement of coalmines and gas management, Ma Kai, director of the
National Development and Reform Commission, said that China would prepare
a three billion yuan national debt fund for the safety renovation of coal
mines this year.
According to Ma, the government spent 2.2 billion yuan of national debts
to sustain the safety of large and medium-sized state-owned coalmines in
2004. Although the overall national debt fund declined 30 billion yuan in
2005, the government nevertheless cut expenditures in other fields and
raised its financial support for mine safety. 1.4 billion yuan of
appropriations will be used to subsidize those coalmines among the 45 key
safety supervision enterprises that are short on funds, and 1.6 billion
yuan in discount interest loans will support safety renovation projects.
Ma said that, starting in 2005, the country would strive to complete the
task of technical renovation of coalmine safety in two to three years
through multi-channel financing.

China earmarks 3b yuan to improve coal mine safety

www.chinanews.cn 2005-03-05 10:36:34

(Source: Xinhuanet)

BEIJING, March 5 - Chinese Premier Wen Jiabao said here Saturday that the
government will spend this year 3 billion yuan (361 million US dollars)
on "safety technologies upgrading" at state-owned coal mines to "truly
make coal mining safer".
"We must have a strong sense of responsibility to the people and truly
make coal mining safer," said Wen while reporting his government's work
in the past year to the country's top legislature, the National People's
Congress (NPC), which convened its annual full session in Beijing
Saturday morning.
Acknowledging that "many catastrophic accidents" causing "heavyloss of
life and property" had occurred in China since last year, the premier
said, "We must draw on the bitter lesson they taught us and adopt still
more effective measures to improve our work to ensure production safety."
The premier linked the production safety issue with the maintenance of
social stability and the building of a "harmonious society" in China,
something the country's top leaders are most concerned about.
"At present, we should give top priority to coal mining safety," Wen
stressed.
Measures that need to be taken include "improving the systems and
mechanisms for ensuring coal mining safety", "investing more in coal
mining safety facilities" and "improving coal mining safety technology",
said Wen, adding that "local governments and coal mines must also invest
more in coal mining safety".
Statistics from the State General Administration of Work Safetyshowed
that throughout 2004 a total of 6,027 people were killed in3,639 coal
mine accidents.
China's state-owned coal mines, which used to have a comparatively better
safety record than private mines, have been hit by a string of disasters
since the latter half of last year. Three major gas explosions at the
Daping Mine of central China's Henan Province, Chen Jiashan Mine of
northwest China's Shaanxi Province and Sun Jiawan Mine of northeast
China's Liaoning Province, which took place in October and November of
last year and in February this year respectively, claimed 148, 166 and
214 lives respectively.
In recent years, a severe energy strain caused by China's rapideconomic
growth has prompted coal mines across the country to produce beyond their
actual mining capacity, largely neglecting the miners' safety
requirements.
Meanwhile, industry insiders revealed that the safety facilities in many
mines were also seriously outdated and worn-out.It will cost at least 50
billion yuan (6 billion dollars) to make a comprehensive upgrading of
safety facilities in the state-owned mines alone, they said.
A Beijing-based mining safety expert told Xinhua Saturday that he
believes the 3-billion-yuan state funds will mainly be used to resolve
the problem of coal bed gas, as gas explosion has turned out to be the
"top killer" in Chinese coal mines.
Apart from renovating and upgrading gas alarm systems and improving
underground ventilation facilities at coal mines, the money might also be
spent on the research to use coal bed gas as anew energy, said the expert.

Astronomical child education costs in China

www.chinanews.cn 2005-02-28 15:19:00

Chinanews, Feb. 28 (By Liu Liu) - Bringing up a child has already been
seen as a family investment project. However the surge of education costs
is by no means justified.
According to some media, the direct economic costs of bringing up a child
from 0 to 16 years old are reportedly reaching about 250,000 yuan. The
amount goes up to as much as 480,000 yuan when college education costs
are considered. The total family "investment" in an unmarried and
out-of-school youngster before his or her 30th birthday will reach
490,000 yuan.
Such costs are certainly beyond ordinary-income families, let alone rural
families.
This report titled as "Children's Economic Cost: Change and Optimization
in the Transformational Period" came from Xu Anqi, a researcher from the
Shanghai Academy of Social Sciences. Entrusted by the Population and
Family Planning Commission of Shanghai's Xuhui district, Xu selected all
his survey samples, 749 families in total, from this district.
Similar surveys conducted previously in China never included
communication expenses, such as the expense on computers, mobile phones
and internet connections in the information era. The survey this time
found that the annual expenses of the abovementioned items ranged from
317 yuan in kindergarten to 2,500 yuan in high school years. Moreover,
the annual per capita health and medical expenses and insurances are over
1,000 yuan in all stages.
The report also observed some deep structural changes in China after
studying the economic costs for bringing up children to 16 years old in
the past 20 years.
It is learnt that the arbitrary educational charges hit 200 billion yuan
in the past 10 years. College tuition has increased from 200 yuan in 1989
to the current 10,000 yuan, 50 times the previous amount.
Xu Anqi believed that the government should increase education investment
and not transfer too much burden to the families. Meanwhile, the
government should provide more scholarships and student loans, work-study
programs, subsidies for disadvantaged students, tuition waivers and other
programs in order to ensure equal educational rights for those students
from poor families. Without such a system or other help, disadvantaged
families would have no choice but giving up on children's dreams.

Crude import up 50% via railways

Feb. 20 - China imported some 7.95 million tons of crude oil by train
last year, a year-on-year rise of 50 percent, according to the latest
information from the Chinese Ministry of Railways.
To increase imports via rail, the ministry and the Russian Railways Ltd.
Co. signed a summary of negotiations for further cooperation last
November. Both sides agreed to work together and create more border
checkpoints.
In accordance with the agreement, crude exports by train from Russia to
China will be 10 million tons this year and increase to 15 million tons
next year.
In the meantime, the Chinese ministry also signed another agreement
concerning cooperation in railway transport with the departments of
transportation and telecommunications of Kazakhstan, bordering China at

Therefore, based on their own investment strategies and industrial policies, investing in the central and western regions will be one of the best choices for investors. In 2004, the growth rate of foreign investments in the northeastern and western regions surpassed the average rate in the entire country. This is conducive to changing the current situation, in which foreign direct investments are excessively concentrated in the Yangtze River Delta and Pearl River Delta regions. However, as the growth rate in the northeastern and western regions was based on very low figures to begin with, the foreign investment in the eastern provinces currently takes up more than 85% of the investment pie. Regarding the current situation whereby most foreign investments flow to the eastern regions, Sun said that there were still too few foreign investors who really understood and could adapt to the Chinese market. Most foreign investors insist on open and transparent principles of market-based operations. They strive to make the Chinese market fit themselves, rather than adjust themselves to fit the Chinese market. In Sun's opinion, wise investors should follow policies and take advantage of trends. From the perspective of the market economy as a whole, perhaps his strategy is not always completely correct, but it brings the highest profits. Although a superficial examination of the investments and benefits show that the return and stability of investing in the east will be bigger than investing in the west, the value-added potential in the west is very high. Because of the preferential policies, priority to land tenure and market share and so on, the one who grabs the market first may be able to monopolize that market. Any region could have a very potential for investors, but the amount of realized profit is correlated with the effectiveness of the government's preferential policies. Sun advised foreign companies, if they want to make money, to learn to adapt to the Chinese market rather than make the Chinese market conform to themselves. Having received the State Council's approval, the Ministry of Finance
plans to appropriate 5.5 billion yuan to award nearly 800 major
grain-producing counties in 2005 in order to ease their budget strain,
stabilize grain output and guarantee grain supply. The total output of
these big grain-producing counties accounts for more than 60% of the
national output, and they together provide more 80% of the nation's
commodity grain supply.

The report pointed out that the central bank would continue to push forward marketization reforms of interest rates in 2005, to improve the abilities of financial institutions to self-accumulate and self-develop, as well as to enhance the capabilities of asset-liabilities management and loan pricing based on risks. The report also pointed out that in order to achieve the goal of boosting the marketization reforms of interest rates, the central bank will strengthen financial institutions' build-up of mechanisms to price interest rates and establish sound scientific pricing methods according to the principle of risk commensurate with reward. Meanwhile, it is necessary to strengthen the construction of the central bank's interest rate management system, and progressively establish healthy interest rate adjustment and control structures.
